ItemAssessing Technical and Economic Efficiency of the Artisanal Dredge Fleet in the Portuguese West Coast( 2015) Manuela Maria Oliveira ; Ana Camanho ; Gaspar,MBThe bivalve dredge fleet is by far the most extensively studied fleet among the Portuguese artisanal segment. It is considered one of the most important artisanal fisheries, essentially due to the number of fishermen and vessels involved and to the high volume and value of the catches. The present study aimed to explore the efficiency of the dredge fleets that operated in the west coast of Portugal between 2006 and 2012. The methodology was based on the use of data envelopment analysis to assess vessels' efficiency. The inputs considered included the number of days at sea, a biomass stock indicator, and the characteristics of the vessels (power, length and tonnage). The annual fishing quota per vessel was also included in the model as a contextual factor. In the technical efficiency analysis, the outputs were defined by the weight of captures for three different bivalve species. Using data on the prices of each species in the wholesale market, revenue efficiency was also estimated to complement the technical efficiency analysis. The results allowed to gain insights concerning the performance of both Northwest and Southwest fleets, considering both technical and economic aspects of the fishery. It was also possible to identify the benchmark vessels, whose practices should be followed by the other vessels of the fleet.

ItemThe Assessment of Municipal Services: Environmental Efficiency of Buildings Construction( 2016) Isabel Horta ; Ana Camanho ; Teresa Galvão ; Niza,SThis paper develops an innovative methodology to assess municipal performance concerning the environmental efficiency of new buildings construction, focusing on the consumption of different types of materials. This study aims to support local governments in the definition of policies for improvements in service provision based on the results of a benchmarking study. The methodology developed includes two stages. The first step concerns the evaluation of municipal environmental efficiency using Data Envelopment Analysis and the identification of factors that may explain different levels of performance. The second step enables the classification of municipalities in terms of the efforts required to achieve environmental efficiency. For this purpose, we used clustering analysis, namely the k-means algorithm. To illustrate the methodology developed, we analyzed the data of the major materials used in the construction of new buildings (metals, non-metallic minerals, fossil fuels, and biomass) in the municipalities of Lisbon metropolitan area between 2003 and 2009. The study revealed that the environmental efficiency of new buildings construction varies considerably among municipalities, suggesting a high potential for performance improvement.

ItemThe Assessment of Performance of Educational Services: The Case of Portuguese Secondary Schools( 2016) Portela,MCAS ; Ana CamanhoThis paper describes the assessment of performance of educational services recurring to benchmarking. We adopted two perspectives for the evaluation of secondary schools, aligned with the objectives of different stakeholders. In the society perspective schools are viewed as promoting students achievement ( ideally including not only academic results but also interpersonal capacities) given the students characteristics in terms of academic abilities and socio-economic backgrounds. In the educational authorities perspective schools are viewed as transforming a set of resources ( including students with given characteristics in terms of academic abilities and socioeconomic backgrounds and also school resources, such as teachers) into students achievement. The relative performance assessment was carried out using Data Envelopment Analysis models, followed by an exploratory analysis of contextual indicators that potentially affect schools' performance, in order to understand their impact on the educational process.

ItemEstimation of Origin-Destination matrices under Automatic Fare Collection: The case study of Porto transportation system( 2017) Joana Maria Hora ; Teresa Galvão ; Ana Camanho ; Thiago SobralEntry-only Automatic Fare Collection (AFC) systems are widely used in urban transports. Its main advantages include easy usability by passengers, improvement of the efficiency of revenue management, adequacy to integrate inter-modality approaches, easy cooperation between operators, systematic data collection and gathering tools, contributing to improve the planning process. This work starts with the literature review on applications of the Trip-Chaining Method (TCM) to the estimation of Origin-Destination (OD) matrices using entry-only AFC data. The main contribution of this study is to provide an OD matrix for the city of Porto, allowing to improve the quality of its public transport system. The paper reports the implementation of the TCM to estimate the alighting locations at the disaggregated level in the case study of Porto. The main assumptions adopted are: passengers start the next journey stage at or near the alighting location of their previous trip, passengers end the last trip of the day at the boarding location of the first trip of the day, passengers can only alight in the sequence of stops not yet traveled by the route / direction they boarded, passengers have a maximum interchange distance, above which the destination of that journey stage is not inferred. © 2017 The Authors. ItemEvolução do desempenho de lojas de retalho ao longo do tempo utilizando o índice de Malmquist( 2011) Ana Camanho ; Maria Clara VazEste artigo avalia a evolução do desempenho de lojas de base alimentar de um retalhista Europeu. A técnica de Data Envelopment Analysis e o índice de Malmquist são combinados com a técnica de bootstrap para medir as alterações de produtividade entre os anos de 2002 e 2004, e identificar as alterações consideradas estatisticamente significativas. Na avaliação de desempenho ao longo do tempo há que ter em conta dois efeitos: a variação de eficiência técnica de cada loja e a alteração da fronteira da tecnologia. O índice de Malmquist permite captar correctamente estes dois efeitos. A variação da eficiência técnica mede a evolução da capacidade de cada loja em aproximar-se dos melhores níveis observados nas unidades de referência. A alteração da fronteira da tecnologia traduz a evolução verificada nas práticas das melhores lojas, que indicam os melhores níveis de produtividade alcançáveis no período em análise, e o rumo o seguir numa perspectiva de melhoria contínua.

ItemExploring the relationship between corruption and health care services, education services and standard of living( 2017) Morais,P ; Vera Miguéis ; Ana CamanhoUnderstanding the impact of corruption in modern societies, namely in standard of living, health and education services, is an issue that has attracted increased attention in recent years. This paper examines the relationship between the Corruption Perception Index (CPI) provided by Transparency International and the Human Development Index (HDI) of the United Nations Development Program and its components. The analysis is done for clusters of countries with similar levels of development. For the countries with high levels of development, it was found a negative relationship between corruption and human development. Moreover, for these countries, higher corruption levels are related to poor health care services, poor education services and low standard of living. For the other clusters of countries, these relationships were not statistically significant. The results obtained reinforce the importance of efforts by international politicians and organizations in fighting corruption, particularly in highly developed countries, to promote development. © Springer International Publishing AG 2017.

ItemImproving the Service Level of Bus Transportation Systems: Evaluation and Optimization of Bus Schedules' Robustness( 2016) Joana Maria Hora ; Teresa Galvão ; Ana CamanhoThis study proposes an optimization model to improve the robustness of an existing bus schedule. Robustness represents the ability of schedules to absorb deviations from the timetable and to prevent their propagation through the daily operations. The model developed proposes an optimal assignment of arrival times and distribution of slacks among Time Control Points of a bus line, in order to minimize delays and anticipations from schedule. This required the use of data collected through GPS devices installed in buses, informing the location of buses during their daily operation. The robustness of bus schedules was evaluated through the quantification of delays and anticipations of real observations of bus shifts by comparison with the timetable. The performance measures used to evaluate robustness are the average delay (or anticipation) of buses by comparison with the timetable, and the probability that a passenger that arrives on time according to the timetable will miss the bus or have to wait more than a specified threshold at a Time Control Point. We also compared the improvement of the schedule proposed by the optimization model with the original schedule. The results obtained in a real-world case study, corresponding to a bus line operating in Porto, showed that the model could return an improved schedule for all performance measures considered when compared with the original schedule.
